Actually I stand corrected. Bill Lijewski is correct - newer IOS versions
now have a "ppp authentication chap callout" command (as opposed to just a
"callin" parameter).
 
That's the command you'll want to use on R3 to satisfy your requirements.

                Seems to me that R3 will always challenge R1 when R1
initiates the call to
                R3 no matter where "ppp authentication chap callin" is
placed.
