backup line (help)

Hi, group

   I very simple question, RouterA connect the RouterC
with one line running BGP, and RouterB connect RouterC
with the line of InternetVPN (IPSec), A and B in one LAN.
   Question is how to let the IP communication between A,B
with C run on BGP as primary , let the internet VPN run as
the secondary.
  If the line was cut between A,C, InternetVPN between B,C
will go to work.

  How to set it , I need some advise.
