I think for PBR to work, the next hop should be adjacent.
Check cco for confirmation though.

I have one router 7200 that is connected to an ISP with two links
The BGP neighbor established between me and my neighbor is based on the
loopback of my router and the ISP ROUTER
Question 1
I have tried the following
I made a policy based routing on my Router Ethernet To make the loopback
of my ISP as the next hop of the routers but THE ROUTER DOESN'T APPLY
THIS Policy!! IS THE NEXT HOP address should be directly connected to my
router because when I made The next-hop an ip on one of my serials the
policy had worked successfully
Question 2
In a route-map I Have tried to make THE next hop as follows
Set ip next-hop 1.1.1.1 2.2.2.2 3.3.3.3
But the router doesn't make load sharing between these next hops it only
consider the first IP as the next-HOP. any reason/solution for this
