Sounds like something they were using to test, and accidentally compiled and released it with it being a default. Calling TAC or checking Bug Navigator will probably tell you for sure.

Hi all:

We are working in a lab environment to test a network solution for a
customer. This is a campus network based in Catalyst 6509s with the new
supervisor engine 720. Yesterday, after installing in this lab a NT with
CiscoSecure, we saw that every time we power off a Catalyst, when it
reboots it has the "ace debug" enabled: This is , if you do a sh debug you
can see this debug enabled.

I haven't solid knowledge about security issues, but anyone can explain if
there is an option with CiscoSecure and related tools that permits this?
