I don't know where Sam Halabi works these days, but he is no longer
at Cisco. I understand he was a senior support engineer in Network
Supported Accounts, focused on carriers. I think I've seen his name
on NANOG rosters, but I don't remember him writing anything for the
IETF IDR Working Group (which is responsible for BGP).
