Paypal's main object it to protect itself. It's vendors come 
in a distant second and it could care less about the poor 
buyers. A word to the wise for all out there they offer no 
protection to the buyer as long as the seller ships 
something even if it is an empty box. The sellers don't get 
much more protection either as there are many stories of 
credit card fraud where paypal will debit your account 
months later - they offer very little protection against 
fraud. 
I use them only if there is no other way to pay and then 
very carefully. I have my paypal account linked to a dead 
back account and when I sell something I have them send me a 
check as soon as the money hits my paypal account. 
Keep fighting them through your credit card. Let us know if 
you win the battle.
