There are many options. Commercially you can go with Smartbits or
Agilent (or even Sniffer Pro) to generate and or play back traffic. If
looking for cheap or free try some of the UNIX and PC based programs
such as mgen, gensyn, tcpreplay (uses tcpdump collected data), httperf
(http traffic)....
