My understanding for the option of giving priorities and cost with the neighbor command on NMBA interfaces is somewhat different.
On NMBA interface you can define different priorities and costs for different neighbors for example
neighbor 1.1.1.2 priority 5 cost 100
neighbor 1.1.1.3 priority 10 cost 200
These option gives flexibility and efficiency in defining varying cost as different DLCIs could have different bandwidth associated with them so common cost on physical interface will not be correct for all DLCIs.
It is also true for Priorities, for example if a neighbor's physical interface on the other side is configured with an extreme number and needs to be superseded then this can be achieved with priority option per neighbor basis.
If I have understood correctly, It is not written in Doyle or Troubleshooting IP Routing. (by Faraz) that defining a priority means instructing the remote router. It only means that local OSPF will use this value with a specific neighbor to do DR/BDR election. Means local OSPF will use a value of 5 when dealing with neighbor 1.1.1.2 and a value of 10 when dealing with neighbor 1.1.1.3
