Probably, the PAs are too old. Early hardware revision port adapters
will not function in a VXR chassis, but will work in the 720x (non-VXR)
and in a 75xx with a VIP.

To be sure do a "show diag". If the hardware revision is lower than 1.14
ona the PA-8E it won't work.
