Hi Tom,

There's no answer to your question of which is better. The question you
need to answer is "What is it you want to accomplish?

Generally, various f/r paramters can be set at 3 levels - the physical int,
the sub - int or the DLCI. Parameters set at a higher (phy is the highest
level) are inherited by PVC's at a lower level unless overriden by
parameters set at a lower level.

If you'd like detailed info about this, I can strongly recommend the DQOS
book.
