If you attempt to classify the traffic on the switchport or even attempt a simple
Class-map match-any test
Match any
Blah blah blah
This will never work until you enable mls globally.  Also mls by default resets ALL traffic coming into the switch to COS=0 you have to change this either globally or on a per port basis.  You have to setup trust boundaries i.e. I trust the device/customer on the end of this switch to send me what
they are contracted for.
