You are right,
Rack1R5(config-if)#ppp authe chap ?
callout Authenticate remote on outgoing call only
This means that when this router makes a call, it will challenge the other
end. But if the other en calls then it will not challenge. I just tried it
and ran "debug ppp neg" which confirmed it,

Subject: CHAP and ISDN callback
Hello group,
I'm working on a lab workbook ISDN configuration where R1 is configured to
call back R2. The instructions say that PPP Chap authentication is required
and that R2 should not authenticate R1 when R1 calls back. I think that
this requires 'ppp authentication chap callout' on R2, but I can find no
documentation on CCO to verify that the 'callout' keyword does what I think
it's supposed to do - which is only authenticate R1 when it makes the
outgoing call to R1. Would using the callout keyword on R2 achieve the
desired result?
Thanks in advance,
Matt
