Because the AFI portion of the beginning of the NSAP is a domain identifier
that must be present.  The area id being 12 is the following portion.
In response to the original question, every lab scenario I have seen or
developed has been straight up in that if you see "12" you put "0012"  
I'd post a link, but I can't find the IANA page that has them any longer.
*shrug*
But when in doubt, ask the proctor.
