BGP will advertise networks as long as there is an exact route in the routing table. Snyc/no sync matters only for routes recd from iBGP neighbors. If you have sync on, the router needs to have the recd route in the routing table...basically it needs to make sure that bgp table and routing table are sychronized. If sync is off, then it does not compare the two tables.
