Not really.
I would say that networks have shifted from "get packet through no
matter what" to "stream packet or let me know". Sort of :)
Queueing aids in not dropping at the expense of variable delay.
And we want to have controlled variable delay, so we don't really want
too much buffers. It is ok for best effort, but not for much more than
that.
On the other hand, QoS is always a reordering game, where some packet
jumps over some other, and that's only feasible in a queue. No jumping
in the wires :-) So you also need queues whenever you need QoS.
