The Be in policing mechanisms is a sliding scale. (as in it actually
includes Bc)

Think of it like driving down a highway. The speed limit is 55, but you can
do 10 over the speedlimit before we get pulled over by the cops. The
extended burst (different than "excess") is written as 65, which includes
the same 55 mph we already can burst to.

Why is that?

I saw the third number is maximum burst, is this number be or bc+be? or it
depends on IOS and platform?
