OSPF interface or OSPF network

Hi,

I came across this and don't know the answer... When you configure OSPF
you have the option to configure the OSPF interface or the OSPF network,
i.e.

router ospf 1
  network 192.168.38.1 0.0.0.0 area 0

OR

router ospf 1
  network 192.168.38.0 0.0.0.255 area 0

What is the difference?

And if I have:
int s0
  ip address 192.168.38.1 255.255.255.128
int s1
  ip address 192.168.38.129 255.255.255.128

Will the "network 192.168.38.0 0.0.0.255 area 0" command enable ospf on
interfaces s0 and s1?
