No. If you are using static throughout, then the RP will be static as well.
If you're using RP, you have an rp-send-announcement type command to declare
yourself as RP. If you are using BSR, you have an rp-candidate command to
use.
So yes, there is always some command needed on the RP, but it does not have
to use a separate static rp-address command.

I know as of a certain version of IOS code, an RP must declare itself as the
RP for a multicast group. Does the RP have to statically configure itself as
the RP if some RP discovery mechanism is employed?
