That is a good solution but would you do it any differently if the question
specifically asked for a Custom Q, and gave queue-limit for other flows and
said "aggressive drop" for only one of them.

I would use "police" but that is my opinion. You can play with the
numbers. If you use WRED that has a drop ratio you can choose but I would
prefer policing.
