Someone please help the fisrt security question on IPexpert

I spent almost two days to figure out.

If I summarize the question for others to understand
(I hope I am not misleading the issue)

Hacker---netwrok A ---Router---Network B

"Basically, a hacker trying to send Arp request from network A to network B with bogus source address. Disable a service on the router that the hacker can reach to the network only if it has vaild destination address..."
  
First I thought it may have something to do with disabling proxy arp by using no ip Proxy-Arp. But I don't see this on router configuration...
