Before concluding it is dry, do get a sense of the way Jeff writes 
chapters. I was the reviewer for his OSPF chapter in Volume I, and 
asked him about what I saw. His preference is essentially to extract 
from RFCs and other references in the first half of a chapter, and 
then start discussing them in detail in the second half. I never 
found his second half especially dry, but I also can find IETF 
protocol specification interesting.
Seriously, I'd be curious what you consider not-dry in explaining 
protocols at the CCIE level. Now, I try to be entertaining throughout 
in my own writings, but there are often technical concepts where it's 
hard to find amusing analogies.
