Rebooting the router fixes the issue but it was my understanding that
Shutting down the interface first then enabling frame-relay encapsulation
Turning off frame-relay inverse arp and then reenabling the interface
Prevents you from getting the Quad 0's. I tried changing the order of
operations where I did not do the frame-relay map command untill after the
Interface was enabled and that seemed to prevent me from getting the Quad
0's in the sh frame-relay map
