While not in the BGP standard or the almost-approved Draft 26 
revision, Cisco and others do have equal cost multipath BGP 
extensions. For a variety of operational reasons, it would be very 
unwise to load balance a single route across different AS. 
Troubleshooting would be a nightmare.
I was at the Interdomain Routing (IDR) Working Group meeting at the 
IETF this week, and this was discussed in a proposed standards track 
approach to ECMP,

There is another proposal that solves a slightly different but 
related problem for multiple sessions with multiprotocol BGP, 
http://www.ietf.org/internet-drafts/draft-ietf-idr-bgp-multisession-00.txt. 
You may find it illuminating to compare and contrast the two 
proposals, which are complementary.
