I don't know about documented guidelines but in our company we use a 75%
rule. We take all the MRTG samples for a given link in a business week, so
between 8 A.M. and 6 P.M. Monday through Friday, we have found that if you
include Saturday and Sunday your averages will be off since the connections
are not utilized as much. If 50% of those samples are equal to or greater
than 75% of the link capacity I upgrade. This method has served me well
over the years but each company is different, your company's bandwidth needs
may increase faster, so you may need to order more capacity at 50% or 65%
utilization.
