If you are using HDCL "dialer map protocol" is a must on the called
party, if you are using ppp encap is not mandatory ( dynamic map is
working with ppp ). You need dialer-group on each site to define
intersting traffic and be sure that line do not goes down regardless of
site. ( or you can put dialer idle-timeout 0 on the called party ).

I need the clearification for ISDN configuration:

On the called side (router that receive the call) that will not make any
call to any other peers, do the commands "dialer map ip" and
"dialer-group" are needed on the bri-int configuration?
