BGP Confederations

This might seem like a basic question, but I haven't seen a clear answer yet:

Let's say that I have three routers R1, R2 and R3, all in AS123, and:

- R1 peers with R2
- R1 peers with R3

R1 is part of confederation AS1
R2 is part of confederation AS2
R3 is part of confederation AS3

Question:

Since R2 does not peer with R3, do I need to specify the following commands:
- "bgp confederation peer 3" on R2
- "bgp confederation peer 2" on R3

or would be enough to mention only "bgp confederation peer 1" on both R2 and
R3 ?

Obviously the two commands mentioned above would be configured on R1.
