Frame-Relay Inverse arp issue.

Guys I'm new to the group. I'm preparing for my lab exam and I have a CCIE lab in my house.
While doing IE Vol1 lab 2 Frame-Relay Excersice 2.1 and 2.2 I came accross some issues with inverse arp which I have explained it below.

I cannot see dynamic mapping from R1 to R4 and R4 to R1.

All other dynamic mappings beteen R1,R2,R3 and R4 are working fine.

When I configure static mapping between R1 and R4 it works fine.

Then when I removed the static mapping and waited few sec and I saw

that my dynamic mapping between R1 to R4 and R4 to R1 started working fine.

Can someone tell me why do you think I'm having this kind of prob?

Here is my physical connection between Routers and Frame Relay switch.

R1 (Serial0/0) connected to FR (Serial1)
R2 (Serial0/0) connected to FR (Serial2)
R3 (Serial1/0) connected to FR (Serial3)
R3 (serial1/1) connected to FR (Serial4)
R4 (serial0/0) connected to FR (Serial5)
R5 (serial0/0) connected to FR (serial6)

Router 1,2,4,5 are running IOS 12.2(15)T14.
Router 3 is running IOS 12.2(15)T15.
