Do you understand the difference between these two?

privilege configure level 2 snmp-server

and

privilege configure all level 2 snmp-server

Do you know how to test commands at various privilege levels?

Router#disable ?
  <0-15> Privilege level to go to
  <cr>

Router#disable 2
Router#show priv
Current privilege level is 2

Seems pointless to allow someone to configure, but not to save, but I don't
know the exact section requirements.
