To clarify, are you wanting the router to call you back from the number
you have dialed, or at a predefined 'secure' number based on login?

Or are you simply trying to call in and remotely administer the machine
using the modem, without any callback functionality?

In the latter case, here's a working production config from an 1841.

username test password test

  login local
  modem InOut
  transport input all

  flowcontrol hardware
!
