When using access-list with DHCP and IP helper-address, this was the needed entry:

permit udp host 100.5.14.1 eq bootps host 100.5.46.4 eq bootps

100.5.14.1 is the dhcp router (R1).
100.5.46.4 (R4) is the router configured with ip helper-address. It is also the router with Reflexive access-list on the interface pointing to R1.

R1 answers the dhcp request using destination port 67. It seems it considers R4 as a dhcp server.

Have you worked with similar configuration?
