Yes, as the addresses are only locally significant to that specific link
(hence link-local)

Enter configuration commands, one per line. End with CNTL/Z.
Rack2R4(config)#int e0/0
Rack2R4(config-if)#ipv6 address fe80::4 link-local
Rack2R4(config-if)#int e0/1
Rack2R4(config-if)#ipv6 address fe80::4 link-local
Rack2R4(config-if)#do sh run | in Ethernet|link-local
interface Ethernet0/0
 ipv6 address FE80::4 link-local
interface Ethernet0/1
 ipv6 address FE80::4 link-local
