The norton utilities v8 has a tool "file compare" that is so efficient that
I have used it 7 years. You can extract it from the 4Mbyte norton, i.e.
C:\TOOLS\fcompare>dir
Volume in drive C is W98
Volume Serial Number is 1E5A-19E2
Directory of C:\TOOLS\fcompare
