Chuck et al,

DHCP server and relay functions are enabled as default. I think the reason
it is described as optional, is that you have to turn it on if you have ever
deviated from the default

Not sure why the router is not listening to port 67. However I can get my
router to handout IP's without using the service dhcp command

Looks like a typo:

"The tasks in the first three sections are required. The tasks in the
remaining sections are optional.

* Enabling the Cisco IOS DHCP Server and Relay Agent Features (Optional)

* Configuring a DHCP Database Agent or Disabling DHCP Conflict Logging
(Required)

* Excluding IP Addresses (Required) "

It says the first 3 steps are required, but then lists the first one as
optional. It's not optional.
