As Leigh said earlier, both HSRP members have to be in the same broadcast
domain. The original question was a little ambiguous but I believe it was
asking if you can setup HSRP pairs in different subnets/broadcast domains
("across a layer 3 link"?) and the answer to this is no.

I don't think so. The HSRP packet are UDP port 1985 sent to the multicast
address 224.0.0.2 (all routers). As this multicast address is a link-local
address is not forward by L3 devices.
