If you are doing frame-relay switching, you cannot terminate on the same interface the PVC's that you are switching. But you may use one interface as frame-relay switch and other connected to it as frame-relay DTE interface. Both on the same router.
I had that on my rack, working perfectly. One of my BB was also my FR Switch.
