It's pretty clear from the documentation:
The frame-relay traffic-rate command lets you configure all the
traffic-shaping characteristics of a virtual circuit in a single
command. Using it is simpler than the alternative of entering the three
commands frame-relay cir out, frame-relay be out and frame-relay bc out,
but offers slightly less flexibility.
