Well, it appears that you don't have an ABR in your picture. Some router
needs to be in both area 0 and area 10. Or, create the virtual link
somewhere! OSPF is interface-centric in its area configuration. Your
diagram would be appropriate for ISIS which is router-centric for its
config.

PS. Stick area 10 on RTC-RTA link. Or stick area 10 on RTA-(next ospf
neighbor) link. Or stick area 0 on RTB-(next ospf neighbor) link.
