confirm action and exceed action

when configuring "police cir xxxx bc xxx" in the MQC, do I always have
to configure "conform-action xxxx" and "exceed-action xxx"?

I have seen some sources that say they are always required and some
other sources do not have them as part of solution.

Just want to clarify if possible
