        Whenever you do not want traffic to a destination label switched
you would not send a label. It ultimately depends on what prefixes are
being exchanged in IPv4 unicast between the neighbors, and based on your
design which of these you want label switching to occur for. You can
accomplish this with a route-map that matches prefixes and says "set
mpls label" or does not.
