Actually for any lab, your best bet is any Intel Core 2 Duo (for example 1.86Ghz), and definitely 2GB of RAM (don't even try 1GB). With this setup you can run 8-10 router that are using 128Mb of RAM. It's possible to find some 128Mb IOS version that will run stable even if you tell them they have 64Mb/92Mb. Also a good idea to run Linux instead of Windows.
Using Pentium M with 1Gb of RAM won't work above 3-4 routers.
