Yeah - it is a real classic...
Sparse Mode needs an RP to function. AutoRP wants to provide that
information - but it needs multicast (Sparse Mode) functioning in order
to provide it properly. DOH!

It's used so you can run AutoRP over sparse-mode, as opposed to
requiring sparse-dense mode.
