FR ECN on PVC's

Hi,

Regarding settiing the ECN bit on FR when congestion reaches a given
threshold, I'm confused on whether we can apply it to PVC's os only SVC's.
On the Cisco doc, it appears like its only for SVC's:

Would this configuration examples be valid also for PVC's ?

If not, how would you configure ECN + FRTS for setting the ECN bit after
reaching a given threshold?
