policing-dual rate dual bucket

Hi,

What is the use of using dual rate with dual bucket.
I understand that in single rate, the second bucket is used is a " second
chance", but I do not see in which scenario dual rate would be useful even
though i understand how it works.

Can someone give me a brief idea about it?
