A combination of "privilege level 15" and "no login" in config-line mode
(aux or con) of the client-box will do the trick.

How do I configure terminal server to allow reverse telnet without
answer login credential?
If I configure aaa authentication login REVERSE_TELNET none and apply
this method to tty line, a user can telnet to my router through
terminal server without being asked for username/password like this:
telnet terminalserver 2001
