i had a simular problem and service dhcp was turned off.
look for this in your config.

no service dhcp

  I am afraid,I cant post the configs here as it would be against the

access-list 101 permit ip host 0.0.0.0 host 255.255.255.255
debug ip packet 101.

  i am not seeing anything hitting my router.Probably it has to
  something with the client connectivity.I will be testing this again
  next week.Will keep you guys posted.
