1)
In command "distance 109 a.b.c.d 0.0.0.0 OSPF", a.b.c.d is not a
neighbor IP address. It is OSPF RID.
2)
This command doesn't work correctly. It works for some IOS version and
doesn't work for another.
The distance command was altered so that it would not affect the path
selection within a single ospf process. This is why you see the distance
changed (or not) for both routers (124-15.T and 12.4-9.T). As far as the
command not working for router-id 150.1.1.1, but it working for
router-id 150.1.2.2, that should be OK. I tested the distance command in
124-15.T1, and it works for both neighbors. So to get the proper
functionality you should upgrade IOS to 124-15.T1.
3)
As a temporary workaround you can do the following:
R2:
router ospf 1
 area range 139.3.2.0 255.255.255.0 cost 10000
and the same for another networks.
