Hi Tony,
You are trying to use Catalyst type switch commands on a IOS router
platform -many commands are different than the native switch platforms.
Refer to the IOS LAN switching configuration guides for router IOS to
see how to configure the switching features.
in direct response to some of your questions below, the only option
to create VLAN's is with vlan database, to see the vlans created, use
show vlan-switch, vtp is configured within the vlan database sub-menu
(i.e vlan database [enter] vtp mode server...etc).
