Debug local user authentication

Hi Folks,

I am wondering how one could debug the local user authentication. For
example, a router is being accessed by a telnet session, and I want to know
how could you see if this is being authenticated using a clear text or
encrypted.

Any comments/pointers are highly appreciated.
