Can you use 802.1x locally for authentication

Hi:

I am having difficulty utilizing a Cisco 2950 Switch. I am trying to setup
802.1x but instead of using radius I am trying to set it to use local
authentication. Is that possible? I am not getting the pop up box. I have
set the local my local lan connection to both MD5 first then to PEAP and I
still don't get a prompt. Is it possible to use local and not use radius?
