Perhaps it is in light-weight mode? You cannot go into global config mode on
those units. They are supposed to be managed by a WLAN Controller. You can
tell this even from the part number at the back of the unit (AIR-LAP123X).

Pre-Sales/Sales guys often make mistakes while ordering access-points :) (no
offense intended)
There are some wacky ways to convert it back to Autonomous mode, but if the
product is under warranty, speak to Cisco (or the selling party) about this.
